Effective Date: 16 September 2026
Platform: Car PA
Website: carpa.club
Email: mail@carpa.club

Car PA is committed to providing a transparent and fair experience to vehicle owners, parking users, parking operators, and other users of the Car PA platform.

This Refund & Cancellation Policy explains how cancellations, refunds, failed transactions, duplicate payments, and other payment related matters are handled while using Car PA.

1. About Car PA

Car PA is a technology platform that connects vehicle users with parking facilities and other vehicle related services. Car PA may facilitate the discovery, booking, payment, communication, and management of services offered by third party parking operators and service providers.

Unless specifically stated otherwise, Car PA does not own, operate, or directly control any third-party parking facilities listed on the platform.

Accordingly, certain refunds and cancellations may be subject to the individual terms and policies of the respective parking operator and/or service provider.

 2. Cancellation of Parking Bookings

Where a parking facility allows advance booking through Car PA, the applicable cancellation conditions will be displayed to the user before completing the booking or payment.

A user may cancel a booking only where cancellation is permitted under the applicable booking terms.

Depending on the parking facility and the time of cancellation:

  1. A full refund may be provided.
  2. A partial refund may be provided.
  3. A cancellation fee may be deducted.
  4. The booking may be non-refundable.
  5. No refund may be available after the permitted cancellation period.

The applicable cancellation terms presented at the time of booking shall govern the transaction.

3. Cancellation Before Parking Commences

If cancellation is permitted and the user cancels before the applicable cancellation deadline, Car PA will process the eligible refund in accordance with the applicable booking terms.

Any platform fee, payment processing fee, convenience fee, or other non-refundable charge will be treated according to the terms displayed at the time of payment.

 4. No Show

If a user makes a booking but does not arrive at the parking facility within the permitted time, the transaction may be treated as a no-show.

No refund may be provided for a no-show where the applicable parking facility’s terms specify that the booking is non-refundable.

Where a refund is permitted, it will be processed according to the applicable booking conditions.

5. Parking Facility Unavailable

If a confirmed booking cannot be honoured because the parking facility is unavailable, closed, inaccessible, or otherwise unable to provide the booked service, Car PA may, depending on the circumstances:

  1. Offer an alternative parking facility, where reasonably available;
  2. Reschedule the booking; or
  3. Provide an eligible refund.

Where the inability to provide the service is caused by the parking operator, Car PA may coordinate with the operator to resolve the matter.

6. Duplicate Payments

If a user is charged more than once for the same transaction due to a technical or payment processing error, the duplicate amount will be reviewed and, where confirmed, refunded to the original payment method.

Users should report duplicate transactions as soon as reasonably possible.

7. Failed Transactions

If an amount has been debited from the user’s bank account, card, UPI account, or other payment method but the corresponding transaction is not successfully completed on Car PA, the transaction will be reviewed.

Where the payment has been successfully received by Car PA or its payment service provider but the service was not successfully created, the eligible amount will generally be refunded to the original payment method.

The time required for the amount to appear in the user’s account may depend on the user’s bank, card issuer, UPI provider, payment gateway, or other financial institution.

 8. Refund Processing

Approved refunds will normally be initiated to the original payment method used for the transaction.

Although Car PA will initiate eligible refunds promptly after approval, the actual crediting time may vary depending on the payment gateway, or other financial institution.

 9. Service Fees and Convenience Fees

Certain transactions may include platform fees, convenience fees, payment processing charges, taxes, or other applicable charges.

Unless otherwise stated at the time of payment, such charges may be non refundable, even where the underlying service is cancelled.

The applicable charges will be displayed to the user before payment wherever reasonably practicable.

10. Third Party Parking Operators

Car PA may list parking facilities operated by independent third parties.

The parking operator remains responsible for,

  1. Availability of parking spaces
  2. Parking facility operations
  3. Entry and exit procedures
  4. Parking charges
  5. Facility specific cancellation rules
  6. Vehicle handling and parking arrangements
  7. Safety and security of the premises; and
  8. Refunds arising from operator specific circumstances, where applicable.

Car PA may assist users in communicating with the parking operator and resolving eligible payment or booking issues.

11. Parking at User’s Own Risk

Car PA is a technology platform and does not assume responsibility for the physical custody or security of a vehicle parked at a third party facility unless Car PA has expressly undertaken such responsibility in writing.

Users should review the terms and conditions of the parking facility before using the service.

Car PA shall not ordinarily be responsible for theft, loss, damage, accidents, personal injury, or disputes occurring at third party parking facilities, except to the extent liability cannot legally be excluded or is expressly accepted by Car PA.

 12. Disputes and Refund Requests

If you believe that you are entitled to a refund, you should contact Car PA with the relevant transaction details.

Please provide, where available:

  1. Name of the user
  2. Registered mobile number
  3. Booking or transaction ID
  4. Date and time of transaction
  5. Parking facility
  6. Amount paid; and
  7. Description of the issue.

Refund requests may be reviewed against transaction records, booking information, payment records, and information obtained from the relevant parking operator or payment service provider.

Car PA may request additional information where necessary to verify a refund claim.

13. Fraudulent or Abusive Transactions

Car PA reserves the right to investigate transactions that appear to involve:

  1. Fraud;
  2. Misrepresentation
  3. Unauthorized use of payment instruments
  4. Multiple or repeated refund claims
  5. Abuse of promotional offers
  6. Manipulation of the booking system or
  7. Any other activity that violates Car PA’s Terms of Use.

Where fraudulent or abusive activity is reasonably identified, Car PA may suspend or cancel the relevant transaction or account and may withhold refunds to the extent permitted by applicable law.

Nothing in this section limits a user’s statutory rights.

14. Cancellation by Car PA

Car PA may cancel or suspend a transaction where:

  1. A technical error has resulted in an incorrect transaction
  2. The service is unavailable
  3. The transaction appears fraudulent or unauthorized
  4. The relevant parking facility is unable to provide the service
  5. The user has violated applicable terms or
  6. Cancellation is required by law or by a competent authority.

Where a transaction is cancelled by Car PA for reasons attributable to Car PA and the user has made a valid payment, an eligible refund will be processed in accordance with this policy.

15. Taxes

GST charged on transactions and services.

The treatment of taxes in a refund will depend on the nature of the transaction, applicable tax laws, and the applicable refund amount.

16. Changes to a Booking

If Car PA provides an option to modify a booking, changes may be subject to availability, timing restrictions, additional charges, or cancellation conditions.

Where a requested modification cannot be accommodated, the original booking terms will continue to apply unless the booking is otherwise cancelled in accordance with this policy.

 17. Unsuccessful Vehicle Owner Contact

A vehicle may be registered with Car PA/ Non-Registered Vehicle Calling, but the owner may not answer or may be temporarily unavailable.

Failure of the vehicle owner to answer a call does not automatically constitute a refund event, provided that Car PA successfully provided the communication facility and the call request was technically processed.

This is because Car PA provides a communication facility and cannot guarantee that the vehicle owner will answer, respond, or take any particular action.

18. Technical Failure

If a paid vehicle owner contact request cannot be completed because of a technical failure attributable to Car PA or its communication/payment infrastructure, the transaction may be reviewed for a refund.

Where the service was not successfully delivered and the user is eligible for a refund, the applicable amount will be refunded to the original payment method.

 19. Incorrect Vehicle Number or User Error

Users are responsible for ensuring that the correct vehicle registration number is scanned or entered.

A refund may not be available where the contact request fails because the user:

  1. entered an incorrect registration number
  2. selected the wrong vehicle
  3. scanned the wrong vehicle
  4. provided incorrect information or
  5. otherwise initiated the request incorrectly.

However, Car PA may review individual cases where a refund is reasonably justified.

 20. Contact Requests Blocked for Safety

Car PA may restrict, delay, reject, or terminate a vehicle-owner contact request where its systems or safety procedures identify circumstances such as:

  1. suspected misuse
  2. repeated unwanted contact
  3. harassment
  4. fraudulent activity
  5. suspicious calling patterns
  6. violation of the Car PA user agreement
  7. unauthorized use of another person’s account or
  8. any other activity that may compromise the safety or privacy of Car PA users.

Where a request is blocked because of a legitimate Car PA safety restriction, the refund eligibility will depend on the circumstances of the transaction and the applicable terms.

Car PA reserves the right to take reasonable measures to protect vehicle owners and other users from unwanted or abusive contact.

21. No Guarantee of Vehicle Owner Availability

Car PA cannot guarantee that a vehicle owner will:

  1. answer a call
  2. be physically near the vehicle
  3. respond immediately
  4. move the vehicle
  5. provide assistance or
  6. take any particular action after receiving a communication request.

The service is intended to facilitate communication, not to guarantee a particular outcome.

In situations involving an immediate threat to life, serious injury, fire, crime, or other emergencies, users should contact the appropriate emergency services in addition to, or instead of, relying on Car PA.

22. Misuse of Vehicle Owner Contact Service

The vehicle owner contact facility must not be used for:

  1. harassment
  2. intimidation
  3. threats
  4. repeated unwanted calls
  5. personal solicitation
  6. advertising or marketing without authorization
  7. stalking;
  8. collecting personal information
  9. fraudulent activity;or
  10. any purpose unrelated to a legitimate vehicle-related communication.

Users may be required to complete KYC verification and accept the applicable user agreement before using certain communication features.

Car PA may retain relevant transaction, verification, and communication records as permitted by its Privacy Policy and applicable law for fraud prevention, abuse prevention, dispute resolution, and platform security.

 23. Refunds and Privacy Protection

A refund under this section does not entitle a user to receive or obtain the vehicle owner’s personal mobile number or any other private information.

Car PA’s objective is to facilitate necessary communication while maintaining the privacy and safety of both parties.

The purpose of Car PA is simple:

When communication matters, help people connect — without turning a vehicle number plate into a public phone number.

 24. How to Request a Refund

Refund and cancellation requests can be submitted through the Car PA application or by contacting:

Email: mail@carpa.club
Website: carpa.club

Please include your transaction or booking reference whenever possible so that we can process the request efficiently.

 25. Refund Review Period

Car PA will make reasonable efforts to review refund requests promptly.

Some cases may require additional verification with the parking operator, payment gateway, bank, or other service provider. In such circumstances, the resolution time may be longer.

The user will be informed where additional information or verification is required.

 26. Consumer Rights

This Refund & Cancellation Policy is intended to establish the general procedures followed by Car PA and does not limit any rights or remedies available to users under applicable Indian laws and regulations.

Where a mandatory legal requirement provides a user with a greater right to cancellation, refund, replacement, or compensation, the applicable law shall prevail.

27. Amendments to this Policy

Car PA may update this Refund & Cancellation Policy from time to time to reflect changes in its services, payment systems, business practices, or applicable laws.

The updated version will be published through the Car PA website or application with the revised effective date.

REFUND & CANCELLATION POLICY

General Policy

Car PA aims to maintain a transparent refund and cancellation process.

Refund eligibility depends upon the nature of the service, the applicable booking conditions, the reason for cancellation and the circumstances of the transaction.

Parking Booking Cancellation

Where advance parking booking is available, the applicable cancellation conditions will be displayed to the User before payment wherever reasonably practicable.

Depending upon the applicable parking facility’s policy:

  • A full refund may be available.
  • A partial refund may be available.
  • A cancellation charge may apply.
  • The booking may be non-refundable.

The cancellation terms displayed at the time of booking shall apply to that transaction.

Cancellation Before Parking

Where cancellation is permitted, the User should cancel the booking within the permitted cancellation period.

Cancellation outside the permitted period may result in no refund or a partial refund, depending upon the applicable booking terms.

No-Show

If the User makes a booking but does not use the parking facility within the permitted period, the transaction may be treated as a no-show.

No refund may be provided where the applicable parking facility’s terms specify that no refund is available for a no-show.

Parking Facility Unavailable

If a confirmed parking facility cannot provide the booked service because of closure, unavailability or another circumstance attributable to the facility, Car PA may, where reasonably possible:

  • assist in identifying an alternative;
  • reschedule the service; or
  • process an eligible refund.

Failed Payment

If the User’s account is debited but the transaction is not successfully completed, the transaction will be reviewed.

Where payment has been received but the corresponding service was not successfully created, an eligible refund may be initiated.

The time taken for the amount to be credited may depend upon the bank, payment gateway, card issuer, UPI provider or other financial institution.

Duplicate Payment

If the same transaction is successfully charged more than once because of a technical or payment-processing error, the duplicate transaction will be reviewed and, where confirmed, the eligible duplicate amount will be refunded.

Vehicle Owner Contact Charges

Where Car PA charges a fee for a vehicle-owner communication service:

Vehicle Not Registered:
If the vehicle is not registered with Car PA and the communication service cannot be provided, the User will not ordinarily be charged for an unsuccessful request. Any amount incorrectly debited due to a technical or payment-processing issue may be reviewed for refund.

Technical Failure:
Where a technical failure prevents the communication service from being provided, the transaction may be reviewed for an eligible refund.

Vehicle Owner Does Not Answer:
Car PA does not guarantee that a vehicle owner will answer or respond. Therefore, failure of the vehicle owner to answer a successfully processed communication request does not automatically qualify for a refund.

Incorrect Vehicle Number:
Where the User enters or selects an incorrect vehicle registration number, a refund may not be available.

Misuse:
Where a User misuses the service, submits false information or violates the Car PA Term
